HISTORY
The Research and Development Foundation of the College of Education, Inc., (RDFCEI) University of the Philippines was created on March 13, 1978 and duly registered at the Securities and Exchange Commission on May 17, 1978 bearing SEC registration no. 79683. It was primarily established as an institutional arm through which the College of Education of the University of the Philippines can efficiently and effectively promote research and development in all educational and related undertakings.
RDFCEI was established with the following set of Incorporators, namely: Juan L. Manuel, Maria Luna Lopez, Antonio S. Isidro, Modesto C. Enriquez, Silvina C. Laya, Paz G. Ramos, Eva Estrada Kalaw, Cesar E.A. Virata, Paz Marquez Benitez, Adriano C. Dy, Felicita Bernardino, Galicano J. Mateo, Elsa A. Syjuco, Oscar M. Alfonso and Victoria B. Castro. The first to serve as the Chairman of the Board of Trustees was Juan L. Manuel.
The RDFCEI has managed several big projects mostly funded by UNESCO, DECS, FAPE and ADB. It has also directly assisted and funded projects.
In March 2001, the RDFCEI was revitalized to be of better service to the College faculty and students, as well as to the education community. A new set of officers was elected with Sen. Eva Estrada Kalaw as Chairman of the Board. In order to meet its objectives and address the present needs, issues and trends in educational research and development, the RDFCEI officers and members and the College faculty worked together to formulate the RDFCEI vision, mission, thrusts, strategies and priorities.
Since its conception, the RDFCEI has maintained an office at the College of Education. At present, it is located at the ground floor, left wing of the College. A staff maintains the regular operation of the Foundation.
VISION STATEMENT
The R&DFCEI will act as a catalyst in research & development under the leadership of the College of Education towards excellence in education.
MISSION
To achieve this vision, the R&DFCEI will:
create a niche in R & D in education
nurture R&D towards emerging priority areas
STRATEGIES
To achieve R&DFCEI’s vision, it shall undertake the following strategies:
- networking & developing linkages
- support information dissemination & publication – printed & electronic
- providing incentives for faculty & student R & D activities & capacity building
- developing alternative approaches in supporting the R & D activities
- encourage graduate students involvement in innovative studies aligned with the thrusts & priorities of the R&DFCEI

The R&DFCEI will support R & D activities focused on the following:
- education developing policies
- teaching approaches & technologies

- ICT based teaching learning approaches & technologies
- new modalities for the delivery of education programs
- a leading role in participating in local & international studies
- new approaches on evaluation & assessment
